This facility is for adult inmates.

The inmates housed at Roederer Correctional located at 3000 Morgan Rd in LaGrange, KY are placed according to their custody level (determined by a number of factors including the past criminal history and the length of their sentence). There are ample educational and vocational training programs for all inmates, especially ones that show a willingness to learn new things that will prepare them for a better life when they are released. The mission is to promote and prepare the offender to leave in better shape than when they arrived, giving them the best chance to never come back and thus lower the state's recidivism rate.

RCC is a medium/minimum security state prison situated approximately 20 miles north of Louisville, KY, originally as a one hundred fifty (150) bed minimum-security "work camp" institution to operate a 3,000-acre prison farm. It serves the department of corrections in several ways, primarily by acting as an intake assessment and classification center that processes all adult males in the state (except for Death Row inmates).

In 1987, Roederer was converted to a medium/minimum security institution with one hundred (100) medium and one hundred fifty-two (152) minimum custody inmates. The institution underwent another major transition on May 1, 1989, when it was transformed to the Assessment and Classification Center for the Kentucky Department of Corrections for all incoming state prisoners, excluding inmates that received the death penalty.

Physical Layout – The physical plant consists of a total of 1002 beds, 730 are medium-security beds are within the fenced perimeter. 100 of these medium-custody inmates are permanently assigned inmates, which provide support services for the institution. These inmates provide the basic services to the institution such as Food Service, Laundry, Legal Aide Office, Grievance Office, Janitorial, etc. The remaining six hundred thirty (630) medium-security beds are utilized to house inmates entering the system as part of the Assessment Center for the Department of Corrections. There are currently two hundred seventy-two (272) minimum custody beds located outside the fence. Two hundred (200) minimum custody inmates are participating in the Substance Abuse Program. The remaining seventy-two (72) minimum custody inmates also provide support services for the institution such as Maintenance, Warehouse, Horticulture Program, and the Farm Operation.

The Substance Abuse Program at RCC is unique and is the first to offer:

The Substance Abuse Program goals are to:

• • Provide intensive in-patient treatment for clients with substance abuse problems.
  • Utilize mentors to assist in resume writing, job search, job application, interviewing, clothing and housing.
  • Assist with aftercare placement and treatment.

Reducing Recidivism

GED/College/Academic Programs

• • Reduces the relationship between criminal behavior and illiteracy.

Vocation/Horticulture

• • Offers Diploma in Grounds Keeper (requires 1,185 hours to complete)

Pre-Release Program

• • Prepares inmates for release while incarcerated.

KY DOC – Roederer Correctional Complex – Visitation

The Roederer Correctional Complex's mission is to provide you with the opportunity to visit with your loved ones in a safe and clean environment.

The staff assigned to this facility is there to assist you. They will provide you with instructions and process you through the institution according to the visiting procedures contained in the Visitors Handbook.

As a visitor, we expect you to become familiar with the visiting rules and regulations of this institution. The rules and regulations are outlined in the Visitors Handbook and will periodically be explained to you by staff. We expect you to follow the rules and regulations of this institution and to cooperate with staff at all times.

Any violation of the visiting rules and regulations may result in the termination, suspension, or loss of your visiting privileges.

In accordance with Kentucky Revised Statute 520.010 the introduction of dangerous contraband into a Correctional Institution is a felony offense. Anyone who knowingly introduces dangerous contraband into the Roederer Correctional Complex will be prosecuted to the fullest extent of the law.

It is unfortunate that some visitors attempt to bring dangerous contraband that could be harmful to you, your loved one or the staff. The staff are trained and instructed to detect this. We are asking for your cooperation to prevent the introduction of dangerous contraband. Please follow the officer’s instructions.    Please be aware that pursuant to KRS 520.010; KRS 520.050; and KRS 520.060, anyone entering the grounds of a correctional institution may be subject to a personal search or a search of their vehicle. Anyone found in possession of contraband will be prosecuted to the fullest extent of the law.

Hours of Visitation  

Hours of Visitation:  (Weekends and State Holidays Only)

8:30 a.m. – 3:00 p.m. -No one allowed to enter after 2:00 p.m.

Assessment and Classification Inmates – Assessment Center inmates must be at the A/C Center 60 days before being eligible for a visit.

– Eligible A/C inmates receive a 1 hour maximum visit; permanent inmates receive a 2 hour maximum visit unless an extended visit has been pre-approved.

-ALL INMATES whether Unit 3 permanents, eligible AC, MSU,   or Unit 5 inmates may receive visits at any time between         8:30 a.m. and 2:00 p.m.

Inmates will be allowed to receive visits one day per weekend, to be determined by the last digit of their institutional ID number, as follows:

·         Inmates whose ID number ends in an even digit (0,2,4,6,8)—Permitted to receive visits on Saturdays during even number months (February, April, June, August, October, December).  During odd-number months (January, March, May, July, September, November) these inmates will be permitted to receive visits on Sundays.

·         Inmates whose ID number ends in an odd digit (1,3,5,7,9)—Permitted to receive visits on Saturdays during odd number months (January, March, May, July, September, November).  During even number months (February, April, June, August, October, December), these inmates will be permitted to receive visits on Sundays.

 
Visiting Guidelines  

Any visitor appearing to be under the influence of alcohol or controlled substance shall not be permitted to enter the institution.

Visits shall be limited to three (3) adults and a reasonable number of children (under the age of 12) and be listed on the inmates approved visiting list.

Adults shall have a picture identification card.  Any child under the age of 18 must be accompanied by a parent or legal guardian, or a stamped notarized letter from the child's legal guardian shall be presented prior to allowing the visit.  The adults shall be responsible for the behavior of their children during the visit.   All children (12 or under) shall be escorted by an adult when utilizing the bathroom facilities or the vending machines.

Persons with a criminal record shall request visitation privileges through a written correspondence to the Warden.  The nature and extent of their criminal record and their history of recent criminal activity shall be considered for visiting privileges; an ex-offender must have been released from incarceration for at least one (1) year.

The length of visits shall be determined by factors such as available space, weather conditions, security needs, etc.

All visitors shall be assigned to a specifically numbered table and the inmate shall remain at the assigned table at all times.  There shall be no visiting between tables by visitors or inmates.

All visitors are subject to being searched upon entering the institution, while at the institution and before leaving the institution.  Searches shall be conducted by a staff member of the same sex.  If you refuse to be searched before entering the institution, your visiting privileges may be denied.  If you refuse to be searched while in the institution, you may be detained until the appropriate law enforcement authorities arrive.  If reasonable suspicion exists that the person is concealing contraband, a more thorough search may be conducted.

A visit may be denied or terminated and visiting privileges suspended for various reasons to include, but not limited to the following:

·         Insufficient visiting space available.

·         Current or previous violation of institutional visiting rules by the visitor or the inmate.

·         Failure to prevent children from disturbing other persons in the visiting area.

·         Unauthorized physical contact by the visitor and/or the inmate. Under normal circumstances, an inmate and visitor may embrace or kiss briefly at the beginning and end of the visit.  An inmate and visitor may hold hands during the remainder of the visit.  Inmates and visitors shall keep their feet placed on the floor.  These contact restrictions shall not apply to small children.

·         The visitor is a former employee of this institution or the Department of Corrections who does not have the specific written permission of the Warden or Deputy Warden to visit.

·         The visitor has been placed on restricted visitation status at another institution.

·         If the visitor or the inmate is disrespectful to staff, other inmates or visitors, or continue to use vulgar language.

Authorized Items  

Items permitted to be brought in for infants are limited to two (2) clear plastic baby bottles, one (1) baby blanket, one (1) pacifier, baby wipes, and three (3) diapers.

All visitors shall be expected to dress in an appropriate manner.   All female and male visitors, to include children, shall be required to wear underclothes.  Halter tops, hot pants, miniskirts, athletic shorts or pants, cut-offs, spandex clothes, leggings, sweats, wrap around skirts, wrap around dresses, sleeveless shirts and see through clothing shall not be permitted.  Clothing shall completely cover the midriff, cleavage, or bosom, armpits, shoulders and thighs.  Shorts shall extend no more than four (4) inches above the kneecap. No khaki or orange color clothing. A visitor shall not weat a hat or head covering except for religious headwear. Shoes shall be required.  Sandals, clogs or flip flops shall not be allowed. All adult visitors, to include minors 12 and older, shall abide by this dress code; younger children shall be dressed according to the needs of the child's age.

Each visitor may wear only one (1) wedding ring, one (1) necklace with or without medallion, and one (1) pair of earrings. This shall be the only jewelry allowed in the visiting area.

Visitors shall not bring purses, wallets, cellular telephones, pagers, or bill folds into the institution.

No games, pictures, letters, books, magazines, newspapers, or other reading materials shall be permitted in the visiting room.  Visitors shall only bring the door key and the ignition key to their car into the visiting room.

Since smoking is not permitted on the institution grounds, no tobacco products, matches or lighters shall be brought into the institution.

A total of forty ($40.00) per group for a visit shall be permitted so that a visitor may use available vending machines.  No bill larger than a five dollar ($5.00) bill shall be permitted.

Any visitor requesting to bring medication shall obtain approval from the shift supervisor on duty.  Only the amount necessary for use during the visit shall be allowed should the supervisor authorize such.

A visitor shall not be permitted to give any inmate any item other than items purchased from the vending machines located in the visiting room.  Also, an inmate shall not be permitted to give a visitor any item.

No food or drinks shall be brought into the institution.  The visitors may purchase food and beverages from vending machines.  All items purchased shall be consumed in the visiting area.

Authorized items for inmates in the visiting room are their identification card, wedding band, room key and a picture ticket.

The Roederer Correctional Complex recognizes that there are instances when a special or extended visit (such as a family emergency) may be needed.  For further information regarding these visits, please contact your Classification and Treatment Officer or refer to RCC 16-01-01.

 Contraband  

In accordance with KRS 520.050 any person knowingly introducing dangerous contraband into a detention facility or a penitentiary may be charged with Promoting Contraband in the 1st degree which is a Class D Felony.   This charge provides for fines and up to five (5) years imprisonment for anyone convicted of bringing contraband, such as a firearm, liquor or drugs, into a prison or for anyone convicted of providing an inmate with a weapon, tool or any implement of escape.   Please do not violate your visiting privileges by bringing unauthorized materials with you.  If you have any questions about what you may or may not bring, please ask.

All visitors who knowingly introduce contraband onto institutional grounds shall be referred for prosecution.
